The victim, Luiz Ortiz, 41 years old was found on 1/20/1996, lying on the side of the road, 1557 Grimes, Modesto, CA., deceased having been shot and dumped from a vehicle.

The suspects were identified as being Hector David Ruiz (aka: Domingo Bustos Anaya), (arrested & convicted) & Jose Luis Zepeda (aka: Jose Luis Bustos).
Hector Ruiz was arrested and convicted for 1st degree murder and received 29 years to life. Jose Zepeda has an outstanding warrant for murder and went to Mexico based on other witness statements and information from defense attorney that Zepeda is currently in Mexico.

Anyone with information is asked to call detectives. A warrant was issued for Jose Zepeda (Bustos) on 6-21-1996 with no bail. No reward has been offered. The Ortiz family is asking for your help in bringing this killer to justice.
